Philippine Ambassador to Bahrain Sahid S. Glang reported to the Department of Foreign Affairs (DFA) the conduct of the retooling course for administrative officers and property officers of the Middle East and African region on 15-18 September 2014 at the K Hotel, Manama, Bahrain.
The retooling course sought to upgrade the knowledge, skills, and understanding of administrative and property officers, on applicable and new policies, systems and procedures relating to fiscal and property administration, procurement process, personnel administration, as well as property and records management.
The course was attended by a total of 42 participants, including 34 administrative and property officers from the Middle East and Africa (MEA) region, and an 8-man composite team from DFA-Manila, the Department of Budget and Management (DBM), and the Government Procurement Policy Board (GPPB).
Comprising the pool of resource speakers for the course were Senior Special Assistant Noel Servigon, Special Assistant Arvic V. Arevalo, Director Kerwin Orville C. Tate, Atty. Marc Gregory Solano, Atty. Jennifer Torril, Mr. Lyrie Fulgencio, and Ms. Magnolia B. Abano.
The course content included discussions and workshop on the following topics: fiscal management, property inventory and disposal, procurement introduction and organization, PHILGEPS registration ad posting, competitive bidding, alternative modes of procurement, special procurement, contract implementation and termination, and administrative sanctions. Also taken up were such topics as records management, review of personnel and human resources issues, Global Benefits Group (GBG), new rules on local hires, and ethical standards for government employees and administrative discipline.
In his remarks, Ambassador Glang underscored the importance of the retooling course in ensuring the efficient and effective conduct of operations and services of the DFA and the various Philippine foreign services posts (FSPs) in the region. He also expressed appreciation for the opportunity given to the Philippine Embassy in Bahrain to host the event. END
